CIRCULAR 1/2011: THE GOOD, THE BAD & THE UGLY

Dear Residents,

A Happy New Year to all of our residents. Unfortunately, it wasn’t such a happy time for SUAC and some of our residents. The very same bunch of thugs hit three of our homes on January 4th. CCTV footage showed us that the same vehicles were being used over and over again. This time, a light coloured (possibly white) Toyota Harrier, with 3 men were seen breaking into one of the 3 homes. The targeted homes either did not have an alarm system installed or had one that was not functioning. It was indeed an ugly day.

In light of our vulnerability, SUAC has decided to expedite the implementation of key security initiatives. We will require your full cooperation if we are to succeed. In an emergency meeting, SUAC has decided on the following:

1) The introduction of car stickers for all residents of Seri Utama (Phases 2, 3 & 4) and also for parents of students attending kindergartens in our community.

2) The registration of SUAC as a Residents’ Association.

3) The closure of entrances located at JSP 5/5 (off phase 1) and JSP 5/12 (off JSP 5/1) from the hours of 11am to 5pm and 11pm to 5am.

4) Subject to cooperation from residents of phase 4, the deployment of sentry guards at all 3 of our entrances for the hours that these are opened. SUAC must advise residents that should the participants of phase 4 cease to contribute towards the costs of such at any given time; the sentry guard initiative will cease to exist without prior notice.

5) The construction of new guard houses and boom gates.

6) The deployment of CCTV cameras at strategic locations.

7) An increase in the staffing levels of guards to provide for greater frequency of patrolling during the Chinese New Year period.

8) The exchange of phone numbers amongst immediate neighbours. Street reps will be providing your immediate neighbours with your contact number for use in cases of emergency. Should you decide that you do not wish to share your contact details with your neighbour, please opt out by advising your street rep. (contacts attached).

To succeed in the implementation of such, we need your assistance. SUAC is working hard on behalf of you, the residents. Many residents (over 200) are still reluctant to pay a mere RM40 a month for the good of our community. It is truly obscene. Our residents must afford us their full cooperation. SUAC kindly requests that residents pay their January – March dues shortly, purchase the said car stickers along with providing details of their vehicles, provide their consent for implementation of the initiatives above and submit to spot checks by our guards for vehicles without such stickers. Finally, SUAC is appealing for donations for the construction of our new guard houses, boom gates and CCTV’s. Your generosity is greatly appreciated.

    I have questions pertaining to the above.

    1. Do we need to inform the guards that we will be away during CNY holidays?
    2. When can we get our car stickers or rather when should we start paying for our car stickers?
    3. Does the guards ( day / nite) or the committee has every household's contact information in the event of break ins or robbery etc, they can contact the hse owner?? do you think this will be a good idea especially when the house owner is not at home?

    1. There is no need to advise the guards. Instead, do advise your neighbours.
    2. The stickers will be ready for distribution by this weekend. You will be required to pay for them when your SR's pass them to you.
    3.The contact numbers of residents is held by committee members. They are not distributed to the guards. Committee members are able to contact paying residents in case of emergency.

    how much is the cost to build a proper guard house + the boom gate?

  5. HI NEAL & COMMITTEE, GREAT CONTRIBUTION TO THE SU COMMUNITY AND RAKYAT. FORGET ABT THE 200 HOMES. LETS START WITH THE CLOSURE OF ALL ENTRANCES LEAVING ONE FOR TRAFFIC DURING 11AM-5PM. YOU WOULD ONLY NEED ONE CCTV AS THE CLOSED ENTRANCE WILL BE LOCKED MOST OF THE TIME. IN THE EVENT OF EMERGENGY, THE POLICE AND BOMBA CAN BREAK THE LOCKS, SO LEFT ONE ENTRANCE FOR THE SLEEPY GUARD TO MONITOR. SO YOU NEED 5 GUARDS TO DO THE JOB, THATS INCLUDING ALTERNATE MCs. ONE MONTH OF COLLECTION OF ARD RM17K IS ENOUGH TO INSTALL THE CCTV, PAY THE 5 GUARDS AND ALSO EXTERNAL HDD TO STORE THE INFAMOUS HARRIER FOOTAGE. OTHERWISE ITS ONLY LAME THAT SOMEONE CLAIM THAT HDD OUT OF SPACE SO COPS CANT TAKE ACTION.   6. May I suggest that a signboard be set up at the entry points giving warning to those intended thieves that this area is protected with:

    1. 24 hours patrolling
    2. CCTV
    3. Dog unit (it does'nt matter that we do not have one)
    4. Anyone caught will be handed over to the police.

  7. The guards on bikes are travelling at a fast speed so much so that little attention is paid to watch out for any suspicious people. The thieves would hide themselve on hearing the coming of the bike and do their business after the guard has passed by. The bike should travel at a speed of not more than 5 km per hour.

    It is indeed awesome to see so much passion in your comments. I'll try to address all the above issues. With regards to the capex for building guard houses & boom gates, installing CCTV's and purchasing walkie talkies ~ we're probably looking at approximately RM28000. This includes 4 CCTV's with a 3 camera system placed at strategic locations as recommended by experts, 2 nice guard houses at 5/5 and 5/12, both off 5/1 and boom gates that are dug into the ground as opposed to those that sit on ugly drums. The capex figure also includes RM4000 for walkie talkies. We are moving to a sectoral patrol system, ie: each guard will only patrol a small sector. this way he will know all cars and rsidents in his immediate area. If he spots a suspicious vehicle or one without a sticker, he will need to verify if that car actually belongs. Once that car leaves his jurusdiction, he will radio to the next guard in the next jurisdiction to keep an eye on the car. If the car is found to be loitering aimlessly, it will be stopped for questioning. This is the purpose of the walkie talkies. With respect to the closure of certain streets, your SR's are in the midst of getting consent from their respective residents. There is a certain protocol which must be followed.
    we have many new residents join in our new scheme as a result of the reduced fee of RM40. Mathematicaaly, we would be about where we are if we raised it to RM50 given that some will opt out.
    Yes, we are discussing with suppliers on the sign boards which will indicate that these streets are CCTV monitored.
    I will personally be warning the guards of their speed. I, too am not very happy with their speed.
    With regards to the littering issue, our guards will soon have a number on their vests. Should anyone of them behave in a manner that is deemed unacceptable, please conatct me right away. I can only deal with the issue on the spot.
    Finally, SUAC undestands the frustration of our residents. Rest assured, we are working hard to solve our security problems. We are hindered by our limited funds, lack of cooperation from many residents and the legality of implementing our plan. Just an example of what we deal with ~ when the circular was distributed yesterday, we had a resident who looked at it and threw it back at the guard. Regards.

  9. Hi Neal, thank you for your response and we truly appreciate your hard work at all times.

    About the protocol i.e closure of certain entrances, you would need a couple of months
    even with street reps, those who dont contribute will surely say NO and back to the
    drawing board again..and more ppl will disregard the blue circular, sorry to say this but
    this is going to happen. Best way is to get the local authorities, MPPJ or PDRM to
    implement these closures as they are aware of problems too. If they execute these
    changes, none of the residents can object as this is concerning national security.
    So problem solved.

    Next is get the signboards up, dont think it will make a diff tho as latest breakins
    happened after the signboards were put up. Its reverse psychology and the Harriers
    would not be hindered by the signboards. They know very well that SU has very weak
    security in place and in fact signage is an invitation to rob. Dont show our last card i.e
    dont spend too much on signage. Forget abt dog unit too, you need 15 of them to
    cover phase 2 &3 but our children would love them. Walkie talkies at must but make
    sure its for work purposes.

    Just wish to add that other security guards (in white) were seen joining our SU guards
    for breakfast and tea at the park. Thats a bit worrying. Maybe you want to elaborate on
    nice guard houses. A basic one will suffice, when everything is in place, then build nicer
    ones - "Confidence then reward". Dont wait any longer, faithful residents have been
    paying fees for the past few years and they wouldnt want to be foolish again. Finally,
    those of you reading this must be aware that the Harriers will come back again as
    they are reading the blogs too, in short we are not ready yet. To Neal and the
    committes, Thank you heaps and we confidence in you.

  10. One more thing, resident stickers will help but personally I think it will not help unless the street rep distributes them. Maybe do without the stickers, spare the street reps and get a few more cameras instead. Get some dummies too. Another effective way is to get extra TV/LCD, face the road - so that the Harrier guys will see their own faces on the TV screen, that way they will think twice. Also get the PDRM to give notice to all residents that guards of SU have the authority to STOP and INSPECT all SUVs/4WDs especially heavily tinted ones. Residents with SUVs need not jump, just wind down ur windows and smile
    at the guards. They will recognise your car after a few days., so bear with them. But if Mr Harrier decides to switch to passenger cars…pray hard that it will not happen.

    Our plan is to register as a RA, get the consent which will take only 2 weeks. all we need is 51% and since we have a 65% participation rate, we should have no problem in implementing our closures. The authorities will be informed of our closures. This is the protocol we must follow. With regards to the guard houses, we are having ours built at cost ie; cost of materials and at cost labor. Building temporary ones and then followed by nicer ones will cost more in the long run. The signage which will only be placed after the CCTV's are up will be inexpensive yet effective. They will be similar to the guarded tags placed beneath the road signs. We will not waste money on new poles etc. Rest assured, SUAC values every dollar placed in our hands. With regards to other guards having breakfast with our guards; thanks for the info. It is essential that residents like yourself are the eyes and ears of the committee. Your complaint is taken seriously. Finally, I want to assure you that every decision made by SUAC takes into consideration the needs of our paying residents. The balancing act between our paying residents, non-paying residents and the legal issues that surround our implementation is indeed a difficult one. SUAC can accomplish so much for our community. It is indeed sad that our own residents are impairing such efforts.

    The street reps will distribute the car stickers. These stickers will be very bold. The paying residents will receive 'G' stickers, non-paying residents will receive 'R' stickers and parents of children attending the kindergartens in our community will receive 'K' stickers. Receive for a fee, that is. This will help our guards.

  13. agree, thanks for the input. why not we as residents step up and ensure your immediate neighbours pay up, street reps would agree. stickers will be a challenge, long que at the guard house etc but lets see if these guys will make a come back and CNY is around the corner.

    Our signage will be ready shortly. D'Villa is a gated community with strict checks at the entrance. A dog patrol in Seri Utama is not feasible from a cost perspective. The complexities involved in implementing any initiative is far greater than one might think. Rest assured, SUAC is doing everything it can taking into consideration the funding limitations, the legalities and the will of the residents. Regards

Better to have one or two exit with auto boom gate for member only.all members are issued with access card and leave one exit only for non member which are control by guards and req to build only one guard house for this exit, with these can reduce the workload n not req to close the exit, guard can concentrate n monitor the non member exit n all exit are installed with CCTV. I think all member should be able to fork up the fund for building the auto boom gate n guard house which will provides convenience n easy access to members. Hopefully more ppl will join bcos of this facilities instead of congested at non member exit n inconvenience caused by security check

  18. Auto boom gates will not be approved by the authorities. It would be great if your idea was feasible. Unfortunately, we may not even be able to have manned manual boom gates due to the lack of cooperation from phase 4. Phase 4 will most likely implement a copy cat system of patrolling, though we have not been officially notified. SUAC is guessing that they plan to have their own patrolling as they have been trying to persuade our guards to jump ship and work for them.

  19. Dear SUAC,
    Received update from street rap that required funding is now Rm35k vs RM28k mentioned previously. Please tell us what is the exact amt and WHY further donation is needed. Its very diff to pay for 4.5mths (mid nov 2010 – mar 2011) and not seeing any work done. As mentioned, forget about the fancy guard house, if the patrolling systems works, so be it. It’s the ppl that you guys recruit is utmost important. None of the existing guards are up to mark and many are losing hope on the upcoming system etc etc. Why bother having new guard house, boom gates when your guards don’t have the right attitude. Consult the specialists, learn how the gated community is run or even engage professionals to run it. Otherwise back to drawing board and VIPs will be invited again. To support our case, the guards are back with their bad habit, THROWING TRASH ON THE GROUND !! when garbage bins are provided, plastic bags and cigarette boxes everywhere. How can we trust these people with our home and family . How can we tell if Supervisor is during his/her job too ? If possible, provide pix of our guards so we know who they are. We do see unfamiliar faces, guards from Phase 234 on musical chair ? Also a rating system/KPI would help too and please let us access them. Appreciate your help always.

  20. Please be reminded that SUAC has only been operating for just over 2 months. It is an incredibly tedious task. The capital funding as mentioned is for walkie talkies, guard houses, boom gates, signages etc. What we deemed sufficient turned out not to be. We are trying to be frugal in every step we take. Remember, to date we have only received the payment from Nov 16th to Dec31st. The Jan - Mar payment is not yet in the hands of SUAC. From our Nov - Dec collection, we were able to pay our guards and order walkie talkies. To suggest that no work done is a little harsh. FYI, we have consulted security experts and they sanction our plan. SUAC has repeatedly requested that residents report all unacceptable behaviour by guards at that moment. Do call and tell me when you see such behaviour. Complaining on the blog days later without any specific information makes it practically impossible for me to deal with it. Guards need to be trained. Even guards from security companies are no better. The pictures of the guards will be on the blog soon. Each of their vests will also come with a number. All you need to do is call me with the location, guard number and offense. I appreciate your passion; SUAC is looking for people like you. Would you like to join us to make Seri Utama a safer place?

These are common remarks from residents and i personally know a few residents not contributing to the fund, I am equally frustrated too but when they ask me to observe the guards, I totally agree with them. Will convey the message especially those not on blog that members are working painstakingly each day. We pray for smooth running and implementation of a successful guarded community. As for contribution to SUAC, i would speak to those without SECURED signage and give feedback to SUAC.

  22. Our guards will soon have numbers attached to them which will be printed on their vests (eg; G1, G2 etc). This will make it easier for residents to identify the culprits. SUAC requires the residents to fully participate in our efforts. It is the residents who must be the eyes and ears of SUAC. SUAC is merely a representation of the community. The community must also contribute in other ways, not just financially. Sometimes it seems that we have this 'us against them' mentality. We must change the mindset of all. If we are to be a peaceful and safe Seri Utama, each and every one of us must play a role. We must stand united. Thanks for your contribution and thanks for speaking to your neighbours.

  23. I feel that not being able to start the guarded gates is not necessarily a bad thing, as there are still a lot of residents who are against it. We should just keep improving on our patrolling service & system, and hopefully our CCTV surveillance service & system will work.

    If we can have guards monitoring the cctv videos regularly, I am sure we stand a good chance to pick up potential crime in action.

    I am used to monitoring cctv of my shop from home, and i did managed to pick up wrong-doings by staff as well as customers. It does work, if you monitor it regularly and seriously. (eg. I once recorded a Hypnosis case (Kes Pukau) in action at my shop, also a handphone snatching in action in the shop. All these were submitted to the police.)

    Anyway, SUAC, great job great effort! I trust if you guys couldn't do it, no one else can. I hope this is the beginnng to a better & safer neighbourhood for Seri Utama.

  25. I am asked to pay an addition of RM100 on top of the quarterly contribution of RM120.00. Is this extra RM100 applicable to every one ? If we have 400+ members and everyone pay RM100/- the amount collected would be more than RM40,000/- exceeding the required amount of 35K.

    Well, you will be lucky if you can get thru any of the 012 numbers.
    Maxis rated no 1 in dropped calls, makes sense when you are no 1 player.
